In order to consistently produce college and career-ready graduates, Phoenix Union must:
- Create a profile of a learner that is at the center of all of Phoenix Union's work
- Guarantee a relevant curriculum and aligned assessments
- Offer rigourous college coursework that is aligned to college-readiness standards
- Offer rigorous career coursework and programming aligned to workforce demands
- Offer high quality college and career counseling

Quality Seats for All Students
Guarantee quality seats in every classroom that drive high levels of student achievement for all students, no exceptions

In order to guarantee quality seats in every classroom that drive high levels of student achievement for all students, no exceptions, Phoenix Union must:
- Develop a research-based Teaching and Learning Framework
- Create an extensive, ongoing, tiered, aligned, and differentiated professional development plan
- Redesign current systems to align with the Teaching and Learning Framework
- Attract and retain high quality educators

Freshman Success
Improve student transition to high school and increase freshman connectedness, credit currency, agency and performance

In order to guarantee quality seats in every classroom that drive high levels of student achievement for all students, no exceptions, Phoenix Union must:
- Establish research-based freshman houses and freshman academies on every comprehensive campus
- Identify and place freshman-focused and freshman-friendly teachers in freshman houses
- Lower freshman class sizes
- Connect freshmen early and often
- Strengthen communication, relationships, alignment between PXU and partner districts and other key partners

Student Wellness and Connectedness
Improve student health and wellness, improve student attendance and connectedness, and ensure that historically marginalized and underserved students are successful

In order to improve student health and wellness, improve student attendance and connectedness, and ensure that historically marginalized and underserved students are successful, Phoenix Union must:
- Fully align wrap-around services by implementing a research-based MTSS structure
- Rethink and realign advisory structures
- Create extra support structures for Native American and African American Youth
- Provide healthy, high quality, free meals to all students

Campus and Community Safety
Improve student behavior, student decision-making, and foster a safe, thriving learning and working environment

In order to improve student behavior, student decision-making, and foster a safe, thriving learning and working environment, Phoenix Union must:
- Establish expectations for positive, productive learning environments
- Have well-trained security teams led by exceptional lead security
- Establish clear school day, evening, and weekend safety protocols
- Commit to ratio-based support for student behavior and decision-making to maximize learning time and reduce suspensions, push out
- Annually revisit the student handbook and discipline policies to find the responsible balance between safety & orderly and restorative

Staff Wellness and Support
Improve staff wellness and support to drive staff success

In order to improve staff wellness and support to drive staff success, Phoenix Union must:
- Establish clear expectations for positive, productive working environments
- Have a thriving wellness program at the district and campus level
- Create an evaluation process that honors educators at all levels
- Establish a performance-based pay program that focuses on professional growth, not punishment and accountability
- Provide mentoring and coaching to teachers and all educators that drive retention and effectiveness
- Establish a comprehensive professional development program for all levels of classified (Education Support Professionals)
- Consider tuition reimbursement and loan forgiveness programs

Effective Leadership
Lead and sustain the vision, values, strategic plan, and PXU promise

In order to lead and sustain the vision, values, strategic plan, and PXU promise, Phoenix Union must:
- Develop and establish the profile of a PXU leader
- Recruit, develop, and retain the best leadership talent in Arizona
- Guarantee diverse leadership pipelines for all levels of leadership
- Ensure an effective, aligned, and sustainable campus leadership structure, including Academy leadership models
- Continue to embed the six PXU Core Values in all policies, practices, and procedures

- Ensure equitable high quality academic and program offerings across all regions
- Offer new and/or redesigned school models to meet the diverse learning needs of students and work environment needs of staff
- Establish new systems to optimize learning time for students in all settings
- Increase 9th grade enrollment and sustain through graduation
- Establish a strong brand for PXU schools and programs
